"Is there anybody there?"

Today (Friday 30/3/12) I tried to get through by telephone. For 20 minutes it was engaged - I now assume by others trying to get through, because when I finally got a ringtone I let it ring 60 times (YES, 60) and got no reply. This was between 12.00 and 12.30, a time when any consulate should at least have someone who will answer a telephone, or at the very least an answer machine giving opening hours..
